China Didn’t Want Us to Know. Now Its Own Files Are Doing the Talking.

More disclosures reveal the full impact of the government’s repression of ethnic minorities — well beyond re-education camps.

"This Sunday, the contents of two more sets of documents — all of which I have reviewed — are being disclosed. Among the first batch, also leaked, is a confidential telegram signed by Zhu Hailun, Xinjiang’s deputy party secretary, which details how local authorities should manage and operate the “vocational skills training centers” — a euphemism for the internment camps. (All translations here are mine.) The second set of documents, a large cache of files and spreadsheets from local governments, reveals the internment campaign’s devastating economic and social impact on the families and communities it targets...

Thanks to these new document disclosures, we now have hard evidence — and the government’s own evidence — that in addition to implementing a vast internment program in Xinjiang, the Chinese Communist Party is deliberately breaking up families and forcing them into poverty and a form of indentured labor. For all its efforts at secrecy, the Chinese government can no longer hide the extent, and the reach, of its campaign of repression in Xinjiang.

Some important elements are still unknown. The total internment figure remains a well-guarded secret. (Based on the new evidence, I have revised my own estimate: I think that between 900,000 and 1.8 million people have been detained in Xinjiang since the spring of 2017.) Also missing from the official documents that have surfaced so far are precise records of how the detainees are treated and how, exactly, the process of re-education works. (About those things, however, we have witness accounts.) The confidential telegram and local files do not mention the use of physical violence — but for one notable exception. The telegram states that people who resist brainwashing must be singled out for “assault-style re-education.” Yet another sinister understatement, and it suggests that force and torture may, in fact, be widely used."

"The leaked Chinese government documents, which the ICIJ have labelled "The China Cables", include a nine-page memo sent out in 2017 by Zhu Hailun, then deputy-secretary of Xinjiang's Communist Party and the region's top security official, to those who run the camps...

The memo includes orders to:
  • "Never allow escapes"
  • "Increase discipline and punishment of behavioural violations"
  • "Promote repentance and confession"
  • "Make remedial Mandarin studies the top priority"
  • "Encourage students to truly transform"
  • "[Ensure] full video surveillance coverage of dormitories and classrooms free of blind spots"
The documents reveal how every aspect of a detainee's life is monitored and controlled: "The students should have a fixed bed position, fixed queue position, fixed classroom seat, and fixed station during skills work, and it is strictly forbidden for this to be changed.

"Implement behavioural norms and discipline requirements for getting up, roll call, washing, going to the toilet, organising and housekeeping, eating, studying, sleeping, closing the door and so forth."...

The leaked documents also reveal how the Chinese government uses mass surveillance and a predictive-policing programme that analyses personal data."

Instead, we needed an honest voice who considered the darkness and met it with hope, who recognized self-hatred and met it with compassion.

 "The directive was among 403 pages of internal documents that have been shared with The New York Times in one of the most significant leaks of government papers from inside China’s ruling Communist Party in decades. They provide an unprecedented inside view of the continuing clampdown in Xinjiang, in which the authorities have corralled as many as a million ethnic Uighurs, Kazakhs and others into internment camps and prisons over the past three years. 

The party has rejected international criticism of the camps and described them as job-training centers that use mild methods to fight Islamic extremism. But the documents confirm the coercive nature of the crackdown in the words and orders of the very officials who conceived and orchestrated it.

Even as the government presented its efforts in Xinjiang to the public as benevolent and unexceptional, it discussed and organized a ruthless and extraordinary campaign in these internal communications. Senior party leaders are recorded ordering drastic and urgent action against extremist violence, including the mass detentions, and discussing the consequences with cool detachment.

Children saw their parents taken away, students wondered who would pay their tuition and crops could not be planted or harvested for lack of manpower, the reports noted. Yet officials were directed to tell people who complained to be grateful for the Communist Party’s help and stay quiet."

This embargo limits libraries’ ability to provide access to information for all. It particularly harms library patrons with disabilities or learning issues. One of the great things about eBooks is that they can become large-print books with only a few clicks, and most eBook readers offer fonts and line spacing that make reading easier for people who have dyslexia or other visual challenges. Because portable devices are light and easy to hold, eBooks are easier to use for some people who have physical disabilities.
Macmillan is the only major publisher restricting public libraries’ ability to purchase and lend digital content to their communities. Before the embargo took effect, we collected 160,000 signatures from readers who urged Macmillan not to go through with their plan. And we delivered these signatures in person to CEO John Sargent. Sadly, he did not listen."

"Libraries have always been at the foundation of our democracy, existing to arm the public with the information people need to make informed decisions and reach logical conclusions. Libraries are trusted sources of this information precisely because they do not judge, reject or accept the information based on politics or opinion. They provide it, and as technology has changed over the decades, they adapt to provide it the way patrons want it.

Despite all of this, the commissioners of Citrus County chose to reject the library system’s request. I am well aware of the financial difficulties public libraries face...


This is a misguided decision. Public libraries are not in place to further the political agenda of any party or position. Whether those holding the purse strings favor any particular journal or not should be irrelevant. At the New York Public Library, we offer hundreds of periodicals from all sides of the political aisle. I will tell you that I do not agree with the political slant of some of the papers we make available. And that is exactly how it should be.

Libraries give members of the public the tools they need to be fully informed participants in civic society."

“I hope that libraries who are working on inclusiveness can see this as a cautionary tale,” said Machones. “There clearly needs to be more oversight in all stages of planning to ensure nothing like this happens again. There needs to be opportunities for staff and the community to analyze and respond to plans at every stage. If there are members of your community that are not able to participate in input sessions, then go to them and ask them for their input. Your library will better serve the community if your plans reflect everyone in it.”

Such inclusive input might be positioned as a mandate in all aspects of service for the library, Machones suggested. “I would have regular community conversations to learn about what ways the library could improve. I also would recommend the library undergo an inclusive services assessment,” such as the Inclusive Services Assessment and Guide developed for Wisconsin Public Libraries."

"Sandy Price, the advisory board chairman for the county’s libraries, told the Citrus County Chronicle she was disappointed with the commissioners’ decision to block the funding. She also said she was concerned with the reason behind the blocking, specifically citing Carnahan’s comments about the New York Times being ‘fake news.’

“Someone’s personal political view does not have a place in deciding what library resources are available for the entire county,” Price told the Chronicle on Monday. “Libraries have to ensure all points of view are represented.”

Despite all five commissioners railing against the request during the commission meeting, feedback that he received in the days after caused Commissioner Brian Coleman to loosen his stance on the request.

Coleman originally said of the funding request: “I support President Trump. I would say they put stuff in there that’s not necessarily verified."

Two days after the meeting, however, Coleman told The Chronicle he wanted to re-address the topic at a future meeting.

“Our decision should have been impartial, instead of having it become a personal thing," Coleman told the Chronicle."

The move is particularly galling because the show is partially paid for with public funding. Let's imagine an alternative: what if “Sesame Street” were open access? What if the show’s funding had come with a requirement that it be made available to the public?"

"“It’s a profoundly disturbing development that we have proprietary technology that claims to differentiate between a productive worker and a worker who isn’t fit, based on their facial movements, their tone of voice, their mannerisms,” said Meredith Whittaker, a co-founder of the AI Now Institute, a research center in New York...

Loren Larsen, HireVue’s chief technology officer, said that such criticism is uninformed and that “most AI researchers have a limited understanding” of the psychology behind how workers think and behave...

“People are rejected all the time based on how they look, their shoes, how they tucked in their shirts and how ‘hot’ they are,” he told The Washington Post. “Algorithms eliminate most of that in a way that hasn’t been possible before.”...

HireVue’s growth, however, is running into some regulatory snags. In August, Illinois Gov. J.B. There’s a language for talking about hot-button issues. And we’re not learning it.

"The aim “is to create a space in which I can admit—let in—another person’s voice,” Gilligan says. It’s a way of stimulating empathy. “You never really understand a person until you consider things from his point of view—until you climb into his skin and walk around in it,” Atticus Finch tells Scout in To Kill a Mockingbird. An emerging body of research shows that Finch—or Harper Lee—was right.

Curious things start to happen to people when they listen generously. At the most superficial level, one hears things that he or she might not like. But one also hears the sincerity of people’s convictions, the authenticity of their experiences, and the nuance of their narratives. Being open is transformative because, almost inevitably, one finds that the stories they’ve been told about what people believe oversimplify reality... 

Caleb Wright, who’s from Chapel Hill says, “The value is that you can staunchly disagree with someone, but also humanize the person.” Adds Gaby, “It was more to learn about each other than to change people’s minds.”

The point, in other words, is to combat “othering.”

“People don’t change their minds, they just change their opinion about the other side,” says Ravi Iyer, a social psychologist who, with Jonathan Haidt and Matt Motyl, founded Civil Politics, a nonprofit aimed at bridging moral divisions. “The evidence is imperfect,” Iyer says, “but all of the imperfect evidence is telling a similar story.”

That story is known as the contact hypothesis—a well-supported theory in social psychology that contact between members of different groups is likely to reduce mutual prejudice...

I left my experience at App with a richer understanding of Southern conservatives and libertarians, but more significantly with great optimism, even exuberance, about the untapped potential of experiences that teach people how to talk productively about their differences. Even after a career spent moderating conversations on controversial issues, I learned how to listen better and was changed by the stories I heard.

Imagine if, instead of requiring a swim test for college students or gym for middle-schoolers, we required students to sit in a room with a diverse group of people and listen to the stories of their life. “If I wanted to prepare children to live as citizens in a democratic society,” Gilligan says, “nothing would be more valuable than to teach them to listen.”"

"Channing’s death underscores the challenges of combating cyberbullying, which has proliferated in recent years. According to a report last year from the Pew Research Center, 59 percent of teenagers said they had been bullied or harassed online — and many of them thought teachers, social media companies and politicians were failing to help.

In schools across the country, L.G.B.T. students are more likely to be bullied and experience depression than their straight peers, studies have found."

It was organized by Robison-Greene and her husband, Richard Greene, a professor of philosophy and director of the Richard Richards Institute for Ethics.

This is the seventh ethics slam put together by Greene and Robison-Greene, whose collective goal is to encourage civil discourse and generate rich conversations within a respectful community.

This goal appeared to be met on Monday evening, as ethics slam participants engaged in polite conversation and debate for almost two hours. Opinions were challenged and controversial points were made, but Greene and Robison-Greene kept the conversation on track...

"The next ethics slam will be at 7 p.m. Sept. 23 at the Pleasant Valley Branch of the Weber County Library. The topic of discussion will be: “Is censorship ever appropriate?”"

The arts and crafts, sports and roaring bonfires of traditional sleepaway summer camps have been replaced by cultural journeys and exercises in critical thinking and civic engagement.

For Billy Planer, the camp’s founder, arming young people with information and ideas is the best way to prepare them for the emerging challenges of the world. Perhaps more quickly than ever before, teenagers are pressured to take a side and have an opinion amid an unending sea of status updates on social media.

"Meanwhile, as Quartz reported last week, Stanford’s new Institute for Human-Centered Artificial Intelligence excluded from its faculty any significant number of people of color, some of whom have played key roles in creating the field of AI ethics and algorithmic accountability.

Other tech companies are also seeking input on AI ethics, including Amazon, which this week announced a $10 million grant in partnership with the National Science Foundation. The funding will support research into fairness in AI."

"Lack of diversity in the artificial intelligence field has reached “a moment of reckoning”, according to new findings published by a New York University research center. A “diversity disaster” has contributed to flawed systems that perpetuate gender and racial biases found the survey, published by the AI Now Institute, of more than 150 studies and reports.

The AI field, which is overwhelmingly white and male, is at risk of replicating or perpetuating historical biases and power imbalances, the report said. Examples cited include image recognition services making offensive classifications of minorities, chatbots adopting hate speech, and Amazon technology failing to recognize users with darker skin colors. The biases of systems built by the AI industry can be largely attributed to the lack of diversity within the field itself, the report said...

The report released on Tuesday cautioned against addressing diversity in the tech industry by fixing the “pipeline” problem, or the makeup of who is hired, alone. Men currently make up 71% of the applicant pool for AI jobs in the US, according to the 2018 AI Index, an independent report on the industry released annually. The AI institute suggested additional measures, including publishing compensation levels for workers publicly, sharing harassment and discrimination transparency reports, and changing hiring practices to increase the number of underrepresented groups at all levels."

"Google announced a new external advisory council to keep its artificial intelligence developments in check on Wednesday, but the mysterious AI ethics board that was set up when the company bought the DeepMind AI lab in 2014 remains shrouded in mystery.

The new advisory council consists of eight members that span academia and public policy. 

"We've established an Advanced Technology External Advisory Council (ATEAC)," wrote Kent Walker SVP of global affairs at Google in a blog post on Tuesday. "This group will consider some of Google's most complex challenges that arise under our AI Principles, like facial recognition and fairness in machine learning, providing diverse perspectives to inform our work."

"“Algorithms determine who gets housing loans and who doesn’t, who goes to jail and who doesn’t, who gets to go to what school,” said Malkia Devich Cyril, the executive director of the Center for Media Justice. “There is a real risk and real danger to people’s lives and people’s freedom.”

Universities and ethics boards could play a vital role in counteracting these trends. But they rarely work with people who are affected by the tech, said Laura Montoya, the cofounder and president of the Latinx in AI Coalition: “It’s one thing to really observe bias and recognize it, but it’s a completely different thing to really understand it from a personal perspective and to have experienced it yourself throughout your life.”

It’s not hard to find AI ethics groups that replicate power structures and inequality in society – and altogether exclude marginalized groups.

The Partnership on AI, an ethics-focused industry group launched by Google, Facebook, Amazon, IBM and Microsoft, does not appear to have black board members or staff listed on its site, and has a board dominated by men. A separate Microsoft research group dedicated to “fairness, accountability, transparency, and ethics in AI” also excludes black voices."

"Yesterday, William E. “Bill” McGlashan Jr., Founder and Managing Partner of the $13B TPG Growth fund, was indicted in the elite college scandal. He was particularly noted for his candor in recorded phone calls about his efforts to buy a slot at USC for his child for $250,000. The tactic, employed by ringleader William Singer, was to photoshop McGlashan’s son to look like a recruitment-worthy football kicker — despite the fact that his son’s high school did not have a football team.

McGlashan has recently gained notoriety as a proponent of impact investing. The Rise Fund, an initiative he co-founded under the TPG umbrella, has raised over $2B for interventions seeking to address global poverty and climate change.

The fact that McGlashan was a proponent of ethical investment has raised several deep questions for the sector, and for the general public. Does exercising your unchecked privilege in the world make you less ethical - separate from whether or not your actions are illegal? Should promoters of ethical investments be held to a higher standard when it comes to their personal ethics? Do you need to have impeccable ethics to be a good impact investor?...

Ethics is also about acknowledging the ways that those of us with privilege — whether it be due to social class, race, gender identity, sexual orientation, or the intersections between — can be complicit in exploiting others through fully legal means."

"The calls for civility can feel like an effort to stifle people's outrage over injustice or hate, because civility can be a tool to build or a weapon to silence.

"To what purpose is civility going to be used? Is it going to be more inclusive?" Itagaki asks. "Is it going to mean that you're bringing more people's voices into the political debates, or are you using civility as a way to go back to the old hierarchies and the status quo since the founding of the American republic, where you only had white male propertied free landowners who were able to vote?"

So for some, now is a time to take a step back and be civil to each other. For others, it's imperative to be uncivil in a way that has led to social justice in the past."

The behavior described in this alleged fraud should be punished. But on a broader and more basic level, the case also sheds light on deep inequities in our college admissions system. Because if someone can get their kid into Harvard by buying a building, let alone by committing any of the alleged acts emerging from this case, the scandal isn't just what's illegal, but what's legal as well. "

"Provost and Senior Vice Chancellor Ann Cudd, here just six months, told Staff Council on Feb. 20 that she “will be giving deans an incentive to widen their pools” for hiring more diverse faculty, especially African-Americans, Latinx and Native Americans.

“I’m really interested in diversity hiring,” she said in response to member questions about low levels of black students and faculty, as well as general diversity, on campuses.  “If we don’t have a diverse faculty and staff here, it doesn’t feel like it’s such a welcoming place.”"

"Joy Garnett, program associate for the National Coalition Against Censorship, said the school had other options than taking the art down. It could have provided more context around the exhibit, such as temporary dividers to conceal the art and signs cautioning visitors on the difficult subject matter. After the exhibit closed, Baldwin did hold listening sessions, but only students and faculty were allowed to attend, according to school spokeswoman Liesel Crosier. The sessions, argued Jonathan Friedman, project director for campus free speech at PEN America, a nonprofit devoted to defending freedom of speech, “would have likely been much richer if the exhibit were able to continue.”

Garnett also found fault with the artists, who she said need to understand the communities where they are showing their work. More than half of Baldwin’s residential students are not white. “It’s not about avoiding offending people,” Garnett said. “It’s about how do you couch the offense in a way that’s productive.”

"As artificial intelligence advances, the questions surrounding its use have become increasingly complex. To introduce students to the challenges the technology could present and to prepare them to engage in and lead conversations about its ethical use, the Graduate School this year is offering a Professional Learning Development Cohort titled “Ethics of AI.”

This cohort offering is part of the Graduate School’s larger commitment to equip students with skills they can apply across a full range of professional settings in which they may make important contributions after leaving Princeton.

Nineteen graduate students from various disciplines — including psychology, politics, mechanical and aerospace engineering, and quantitative and computational biology — are participating in the five-part learning series. Through presentations, case studies, readings and discussions, they are developing an awareness of the issues at stake and considering their application in real-world situations.

“A recurring theme I hear from leaders in the technology industry is that there is a growing need for people who can engage rigorously with fundamental ethical issues surrounding technological advances,” said Sarah-Jane Leslie, dean of the Graduate School. “A great many of Princeton’s graduate students are exceptionally well-placed to contribute precisely that robust ethical thinking, so we wanted to provide a forum for our students to deepen their knowledge of these issues.”"

Through a new exhibition, a series of programs, book recommendations, and more, we invite you to learn more about the emergence of the modern LGBTQ movement, as well as culture, issues, and activism today. Explore programs and collections. 


The Stonewall Riots were a flash point in LGBTQ history. After the riots that took place at the Stonewall Inn in June 1969, the LGBTQ civil rights movement went from handfuls of pioneering activists to a national movement mobilizing thousands under the banner of Gay Liberation.

This exhibition illustrates this history through the photographs of Kay Tobin Lahusen and Diana Davies, two pioneering photojournalists, who captured the pivotal events of this era and changed the ways that LGBTQ people perceived themselves. Featured alongside these images are other items from the Library’s vast archival holdings in LGBTQ history, including ephemera, periodicals, and more.

Instead of trying to sell American ideas to a foreign audience, it’s aiming to sell international ideas to a global audience.

"Netflix’s push abroad has not been without incident. Late last year, the company earned international condemnation for pulling an episode of “Patriot Act With Hasan Minhaj” from its service in Saudi Arabia. The comedian had criticized the Saudi crown prince, Mohammed bin Salman, after the C.I.A.’s conclusion that the prince had ordered the murder of Jamal Khashoggi, the dissident Saudi journalist.

Netflix argued that it had no choice but to obey the Saudi legal authority, which said the episode violated a statute, if it wanted to continue operating in that country. The company’s executives suggested that bringing the Saudis the rest of Netflix — every other episode of “Patriot Act” or shows that explore issues of gender and sexuality, like “Big Mouth” and “Sex Education” and “Nanette” — was better than having the entire service go dark in that country."

"More women are filing patents, but they still have a long way to go in terms of representation among inventors, according to a report out Monday from the US Patent and Trademark Office.

The report, titled Progress and Potential: A profile of women inventors on US patents, found that while the share of patents that include at least one woman listed as an inventor rose from 7 percent in the 1980s to 21 percent in 2016, women accounted for only 12 percent of inventors in 2016. 

"Harnessing underexploited talent in these groups would be valuable to spurring innovation and driving growth," reads the report, whose release coincided with the International Day of Women and Girls in Science. It refers to the idea of "lost Einsteins," or people who could have made valuable contributions had they been exposed to "innovation and inventor role models.""

"Larry Fink, CEO of BlackRock, the world’s largest investor with $6 trillion under management, evoked heated controversy with his remarks last week that his company would change its hiring and potentially its compensation structure to advance diversity and ensure that five years from now the company is not just “a bunch of white men.” This follows on the heels of his annual letter to CEOs asserting that companies need to embrace a purpose beyond just profit maximization.

Critics, according to Fox Business, were swift to accuse Fink’s commitment to diversity as a form of “corporate socialism,” complaining about “the propriety of a public company executive using business resources and his perch as CEO to advance a personal agenda.” The Fox article went on to quote Charles Elson, a corporate governance expert at the University of Delaware, saying: “This is fundamentally not the role of a public company, and it’s unfair to investors who may not agree with his politics. A CEO shouldn’t use house money to further a goal that may not create economic returns.”

I couldn’t disagree more. Business leaders must finally, once and for all, let go of the outdated and erroneous notion that social factors — and not just diversity — are irrelevant to the economic success of our companies."

""When I came out to my family, my mother of course took it the hardest. But my grandparents didn't," says Alray Nelson, a Navajo LGBT rights activist.

"We are seeing clearly the aftereffects of what colonialism can look like and how it really shifted our values as Navajo people," Nelson says. "Whereas at the time, if you were LGBTQ and growing up in Navajo traditional families, families celebrated that fact. They said that we were sacred. They said that we had sacred roles."

But returning to understandings that predate colonialism has helped the families of LGBT Navajos. Traditionalists believe that the "two spirited," as they're sometimes called, are powerful and that not all humans can be classified as male or female.

Navajo historian Jennifer Denetdale says the Diné creation story includes a nádleehí."

"Since its arrival in 2013, many groups have found significance in the song on a personal level. Stories abound of gay, lesbian and transgender people, people in prison, people with eating disorders and chemical addictions and plenty of others on the margins, all identifying with the tale of a queen in hiding, who learns to shed her shame and accepts the things that make her different...

And that's the power of "Let It Go": It's an anthem for people taking pride in who they are, the way they are. Kristen Anderson-Lopez says she still hears from people who identify with the song's message.

"I think anyone who's carrying a secret shame," she says, "that gets so heavy that they really can't carry it anymore, is identifying with this idea of just shedding that and starting anew. Letting it out, letting it all explode and trying to find your way forward.""

In them, a Native American man steadily beats his drum at the tail end of Friday’s Indigenous Peoples March while singing a song of unity for indigenous people to “be strong” in the face of the ravages of colonialism that now include police brutality, poor access to health care and the ill effects of climate change on reservations.

Surrounding him are a throng of young, mostly white teenage boys, several wearing Make America Great Again caps, with one standing about a foot from the drummer’s face wearing a relentless smirk."
